BABA: A Technical Overview
Enacted as part of the Infrastructure Investment and Jobs Act (IIJA), BABA mandates that all iron, steel, manufactured products, and construction materials used in federally-funded infrastructure projects are "produced in the United States." This requirement is far from simple and demands rigorous technical compliance.
The rules differ by category. For Manufactured Products—a key designation for many of our components—BABA requires two things:
- The product must be manufactured in the U.S.
- The cost of domestic components must exceed 55% of the total cost of all components.
